END THE LOCKOUT! SUPPORT THE WORKERS. JUST DEMANDS! (Read in 4 languages)
We, the different human rights and organizations of agricultural workers and sectors in Mindanao firmly stand in solidarity with the deprived and exploited workers of the Holcim Philippines Incorporated Lugait, Misamis Oriental Mindanao Plant. We call on Holcim Philippines Incorporated to listen to the just demands of the workers and their families.
On January 6, 2025, the Holcim Philippines Incorporated Lugait plant member of the French LaFargeHolcim Group imposed a lockout depriving regular workers and members and officers of the sixty-three (63) supervisory and seventy-nine (79) rank and file unions of the said cement factory in Lugait, Misamis Oriental in Northern Mindanao, Philippines. Holcim Philippines Incorporated (HPI) has four (4) operating plants in the country, Davao City, La Union, Bulacan and Lugait.
The said lockout was clearly to intimidate the workers to submit to the terms of the company after the deadlock of the Collective Bargaining Agreements between Holcim Philippines and the rank-and-file union Holcim Philippines Workers Union (HPWU) for the last two years of the existing CBA and another five (5) year term for the supervisory union Holcim Lugait Supervisory Union (HLSU), both members of the Federation of Democratic Labor Organizations (FDLO).
This lockout forced the two unions to mass up and assert their demands on the negotiating table facilitated by the Department of Labor and Employment (DOLE) through the National Conciliation and Mediation Board (NCMB) Region X Office.
In the negotiations, the representatives of HPI imposed a “take it or leave it” position much lower to the demand increase and benefits of the two unions. This was despite the openness of the unions to resolve the dispute hearing the recommendation of the NCMB which is viable for HPWU and HLSU.
HPI justified its hardline position on “financial setback/net profit slump” which the workers through the unions vehemently refuted based on the actual cement dispatch and plant performance of Holcim Lugait Plant in the year 2024 and even prior. Hence, the lockout is not consistent with this logic. But if this is indeed true, the best way to face the challenge is to allow your workers to work.
The best way to resolve the dispute is at the negotiating table with democratically and mutually agreed terms.
Why this battle is worth supporting? To give up on the management’s terms will have a ripple effect on all workers and unions in all industries and sectors. The lockout’s message is very clear which is to stifle and weaken the workers' movement and the unions.
Lastly, we call on all workers, organizations and movements in the Philippines and the world to unite and support the call of the workers and the unions!

Kaming mga organisasyong pangkarapatang Pantao at mga manggagawang agrikultural workers at sektor sa Mindanao ay mahigpit na nakikiisa sa mga pinagkaitan at pinagsamantalahang manggagawa ng Holcim Philippines Incorporated Lugait, Misamis Oriental Mindanao Plant. Nananawagan kami sa Holcim Philippines Incorporated na pakinggan ang mga makatarungang panawagan ng mga manggagawa at kanilang mga pamilya.
Noong January 6, 2025, ang Holcim Philippines Incorporated na miyembro ng French LaFarge Holcim Group ay biglang nagsagawa ng lockout na nagkakait sa mga manggagawa at mga opisyal ng 63 supervisory at 79 na rank-and-file na unyon ng nasabing pabrika sa Lugait, Misamis Oriental sa Northern Mindanao, Philippines. Ang Holcim Philippines Incorporated (HPI) ay mayroong apat na mga operating plant sa bansa. Ito ay ang Davao City, La Union, Bulacan, at Lugait.
Ang nasabing lockout ay hayag na pananakot sa mga manggagawa upang sila ay lumuhod sa kagustuhan ng kompanya matapos ang deadlock ng Collective Bargaining Agreements ng Holcim Philippines at ng rank-and-file na union Holcim Philippines Workers Union (HPWU) para sa huling dalawang taon ng umiiral na CBA at isa pang limang taong termino para sa mga supervisory union Holcim Lugait Supervisory Union (HLSU) na mga miyembro ng Federation of Democratic Labor Organizations (FDLO).
Dahil sa lockout na ito ay napilitan ang dalawang unyon na magsama at igiit ang mga demands ng mga manggagawa sa negotiating table na pinangasisiwaan ng Department of Labor and Employment (DOLE) sa pamamagitan ng National Conciliation and Mediation Board (NCMB) Regional Office.
Sa mga naunang negosasyon, ang mga kumatawan sa HPI ay pumosisyon ng “take it or leave it” na mas mababa pa sa itinakdang demand at benepisyo ng dalawang unyon. Ito ay nangyari sa kabila ng pagiging bukas ng mga unyon na pakinggan ang mga rekomendasyon ng NCMB na pwede naman sa HPWU at HLSU.
Idinadahilan ng HPI ang kanilang hardline position sa “financial setback/net profit slump” ngunit hindi sinang-ayunan ng mga manggagawa base sa aktwal cement dispatch at plant performance ng Holcim Lugait Plant, at maging kahit bago pa man ang taong 2024. Dahil dito, hindi consistent ang Holcim sa kanilang lohika. Pero kung ito man ay totoo, ang pinakamahusay na paraan upang harapin ang hamon na ito ay payagang magtrabaho ang mga manggagawa.
Ang Isa din sa epektibong paraan upang malutas ang deadlock na ito ay sa negotiating table na may demokratiko at napagkasunduang mga tuntunin.
Bakit nga ba nararapat na suportahan ang labang ito? Ang pagsuko ng mga manggagawa sa management ay magkakaroon ng matindnng epekto sa lahat ng manggagawa at mga unyon ng lahat ng industriya at mga sektor. Ang mensahe ng lockout na ito ay napakalinaw, at ito ay para mapahina ang mga kilusang manggagawa at mga union.
Kami ay nananawagan sa lahat ng manggagawa, mga organisasyon, at mga kilusan sa Pilipinas at sa buong mundo na magkaisa at suportahan ang panawagan ng ating kapwa manggagawa at mga union!

Incorporated planta sa Lugait miimposar og LOCKOUT (wala pagpatrabaho) sa mga regular nga mamumuo, membro ug opisyal sa saysinta e-tres (63) supervisory ug sitenta e-nuebe (79) rank and file sa union sa nasasangpit nga paktoriya sa semento sa Lugait, Misamis Oriental, Northern Mindanao, Phils. Holcim Phils. Inc. (HPI) adunay upat (4) ka nag-operate nga planta sa nasud Pilipinas, sa Davao City, La Union, Bulacan ug Lugait. Ang Holcim Phils. Inc. (HPI) mirason sa ilang gahi nga posisyon sa giingon nila nga “financial setback/net profit slump” (problema sa panalapi/pagkunhod sa ilang limpyong ginansya), nga ang union sa mamumuo hugot nga mibutyag nga dili tinuod ang giingong problema sa management base sa actual nga dagan sa reproduksyon ug performance sa planta sa Lugait sa Holcim sa tuig 2024 ug bisan sa milabay pang mga tuig nga kanunay nakuha ang reproduction target o mosubra pa sa target. Hinuon ang lockout dili makasuporta sa giingong problema sa panalapi ug limpyong ginansya sa kompaniya.
Ang pag-LOCKOUT o dili pagpatrabaho sa iyang mamumuo nga membro sa union dili makahatag og produksyon ug kita sa kompaniya nga magdugang hinuon sa problema sa panalapi ug limpyong kita. Apan kung ang giingong problema sa management tinuod, ang maayong paagi mao ang pag-atubang sa hagit ug pagtugot sa mamumuo sa pagtrabaho aron adunay produksyon ug kita.
Dugang niini ang maayong paagi mao ang pagresolba sa bangi sa lamesa sa negosasyon ug demokratikanhong pag-uyonay sa mga punto.
Ngano kini nga kahimtang bililhon nga suportahan? Ang pagsugot sa kagustohan sa management adunaydakung epekto sa tanang mamumuo ug union sa tanang industriya ug sector. Ang LOCKOUT klaro nga mensahe sa pagpaluhod ug pagpahuyang sa kalihukang mamumuo ug union.

Nous appelons Holcim Philippines Incorporated à écouter les justes revendications des travailleur.es et de leurs familles.
Le 6 janvier 2025, l’usine Holcim Philippines Incorporated de Lugait, membre du groupe français LaFargeHolcim, a imposé un lock-out privant les travailleur.es réguliers, les membres et les dirigeant.es des soixante-trois (63) syndicats d’encadrement et des soixante-dix-neuf (79) syndicats de base de ladite cimenterie de Lugait, Misamis Oriental, dans le nord de Mindanao, aux Philippines. Holcim Philippines Incorporated (HPI) possède quatre (4) usines dans le pays : Davao City, La Union, Bulacan et Lugait.
Ce lock-out visait clairement à intimider les travailleur.s pour qu’ils se soumettent aux conditions de l’entreprise après l’impasse de la négociation des conventions collectives entre Holcim Philippines et le syndicat de base Holcim Philippines Workers Union (HPWU) pour les deux dernières années de la CBA existante et un autre mandat de cinq (5) ans pour le syndicat de supervision Holcim Lugait Supervisory Union (HLSU), tous deux membres de la Fédération des organisations syndicales démocratiques (FDLO).
Ce lock-out a contraint les deux syndicats à s’unir et à faire valoir leurs revendications à la table des négociations, avec l’aide du ministère du travail et de l’emploi (DOLE), par l’intermédiaire du bureau de la région X du Conseil national de conciliation et de médiation (NCMB).
Lors des négociations, les représentants de HPI ont imposé une position « à prendre ou à laisser » bien inférieure à la demande d’augmentation et d’avantages des deux syndicats. Et ce, malgré l’ouverture des syndicats à résoudre le conflit en écoutant la recommandation du NCMB, qui est viable pour le HPWU et le HLSU.
HPI a justifié sa position intransigeante par des « revers financiers/affaiblissement du bénéfice net » que les travailleurs, par l’intermédiaire des syndicats, ont réfuté avec véhémence en se basant sur la distribution réelle de ciment et les performances de l’usine Holcim Lugait pour l’année 2024 et même avant. Le lock-out n’est donc pas conforme à cette logique. Mais si c’est effectivement le cas, la meilleure façon de relever le défi est de permettre à vos travailleur.es de travailler.
La meilleure façon de résoudre le conflit est de négocier à la table des négociations, avec des conditions convenues démocratiquement et mutuellement.
Pourquoi cette bataille vaut-elle la peine d’être soutenue ? L’abandon des conditions imposées par la direction aura un effet d’entraînement sur l’ensemble des travailleur.es et des syndicats de toutes les industries et de tous les secteurs. Le message du lock-out est très clair : il s’agit d’étouffer et d’affaiblir le mouvement ouvrier et les syndicats.
Enfin, nous appelons tous les travailleur.s, organisations et mouvements aux Philippines et dans le monde à s’unir et à soutenir l’appel des travailleurs et des syndicats !
