Inclusivity, Continuity and Efficiency, to mark the next three year term of Sibagat leadership

Newly elected or reelected officials (new mandate) formally assumed office on June 30, the date enshrined in the Constitution as the official start of new terms following last May 2025 elections.
In Sibagat, in behalf of the reelected Municipal Mayor Dr Thelma G. Lamanilao who is out for an official business, the reelected Vice Mayor speaks for the newly mandated municipal officials during the transition ceremony held at the Municipal Hall lobby.
 
Gratitude and Inspiration
 
“Today I am going to address the bureaucracy” the re-elected Vice Mayor Maria Liza Lamanilao-Evangelista started her message. “Not really carrying the message (walay gibilin si Mayor), but I am with the Mayor in captaining this Local Government Unit as your co-captain. I believe and I hope you believe as well that we are one and the same in our vision, together with you in moving forward to the next three year 2025-2028,” she continued after the formalities of recognizing the people in attendance.
 
She continued to pay her gratitude to the employees of the Local Government Unit, “To all the employees of this Local Government Unit, especially, more especially to you who have been dedicated and sincere in your work. You are actually our inspiration. In the same way we are hoping that in one way or another we have inspired you as well in this journey. As we opened this new term, I would like to take this moment not only to look back with gratitude but to look forward with commitment and conviction that we can do this together.”
 
She then asked the audience if can it be done, “Kaya ba nato ni?” of which the people responded actively. She then added. “Uban ang tabang sa Ginoo (In God’s help or will).”
 
Efficiency
 
And she jumped into what the bureaucracy of the LGU must give focus on improving in the next three years, “This new chapter must be marked with this very important word or very important element of our service, EFFICIENCY. We want for the next three year to be faster, more efficient and more effective for the service, benefit and welfare of the Sibagatnons.”
 
“Let us strengthen the systems that work, let us fix those that do not, let us innovate where we must,” she continued.
 
She also challenged the officials, herself included and all offices and the public to move as one team, with one vision to build a Sibagat that is prosperous, inclusive and most of all sustainable.
 
Particularly with the government offices, “Let every office be challenged not just to comply but to perform with excellence,” she said.
 
The Vice Mayor highlighted several orientational and priorities as she continued:
- To substantially support the agriculture sector and tap the human, natural and cultural potentials of the municipality aligned to the municipality's vision.
- Continue to capacitate and expand the local production and make the farming sector resilient and very rewarding.
- To mobilize the bureaucracy in improving service delivery – speedy, efficient, effective delivery of services.
- To continue tap and forge partnerships with government and non-government institutions.
- Youth as a sector must not be left behind but must be at the center of the development efforts.
- Improvement of the health service delivery for the constituencies
- To continue the provision of services for community-based drug-dependence rehabilitation program including programs to develop youth potentials.
- To mobilize the bureaucracy to pursue and enforce stronger forest protection, ecological solid waste management, for environmental protection programs in general.
 
One celebrated program of the Lamanilao administration is the LGU Scholarship which was launched four years ago and has bear fruits and helped the first batch of students to graduate this year with college degrees, honors and recognition.
 
Vice Mayor Liza also mentioned a few things on infrastructure priorities, “The things made mentioned during the electoral campaign were not mere propaganda. Many are ongoing, upcoming and in multiple efforts to realize those like the Legislative Building, construction of the New Commercial Center and land banking for a new municipal market.” There are ongoing construction and improvement projects towards the municipal tourism spots like Managong, Pinandagatan and other tourism spots that links to the ongoing improvement of the road networks in the municipality,." she added. Further she talked about the Bagat Cultural center that additional requirements are just completed to supplement the submitted proposal for its development.
 
The ultimate goal is to be sustainable as she reiterates the municipal-wide strategic direction in her speech. Strategically the municipality mobilizes sustainable tourism, cultural wealth and heritage and its agricultural potentials as the economic driving force. And sustainability is not just the buzz words of the day according to her and all actors she urged to support and invest in the local organic agriculture sector. "Sustainability! This is what every city, every municipality, every organization, agency, every citizen in the planet needs today," she highlighted. And for her supporting the farmers is not just a matter of policy but a moral responsibility of every single Sibagatnon.
 
Inclusivity
 
VM Liza, particularly invited the Indigenous People population in the municipality to join in achieving the LGU’s vision towards a development and progress without harming the Ancestral Domain and the environment but for preservation and conservation.
 
She reiterates her call to all sectors and stakeholders to join in efforts and programs to protect the environment, conservation of resources and to act responsibly not just for today but for generations to come.
 
The lady Vice Mayor also noted that “Everything in governance and service delivery must be anchored on long-term impact. Limited resources must be managed and invested well in the people, education, health and, livelihood.”
 
She assured the public also that “voices of all Sibagatnons regardless of political affiliation, religion and social status shall be heard.” And as the presiding officer of the Municipal Council she further assure the people that ordinances shall be aligned with the great vision of progress and inclusion for the people of Sibagat. Coordination with all stakeholders shall be pursued and strengthened in the logic of harmony in purpose and service.
 
Continuity
 
Health and Sustainability remains to be the overarching trajectory of the next three year term of the LGU with a commitment and conviction to be efficient, effective, democratic, responsive and inclusive.
 
After the long narration of general themes to the specifics, the Vice Mayor explained that Sustainable Sibagat is not just about agriculture,“#SustainableSibagat is not only about agriculture, it is how we do things and the underlying principles of our service to the people.”
 
Again and again, Vice Mayor Liza emphasized unity in the municipality’s vision, believing in the vision and rowing in unison towards the vision – Healthy and Sustainable Sibagat by, for and of Sibagatnons.
The three years are short to go with wide range programs and priorities. It will build expectations. Thus, requires creativity in mobilizing its resources, the bureaucracy and the constituency. Inclusivity, continuity and efficiency (ICE) are key elements adding to the existing best efforts bringing Sibagat where it is right now. ###
