POSITIVE RELIEF AND RENEWED HOPE: MIPA–NCIP–LRA COORDINATION MEETING FOR THE TEDURAY AND LAMBANGIAN CADT - AMKP

​The Alyansa ng mga Mamamayan para sa Karapatang Pantao (AMKP) stands in strong solidarity with the Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) or the Non-Moro Indigenous Peoples (NMIPs) in the context of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), as we welcome another historic milestone in their struggle for land rights and self-determination.

On August 18, 2026, the Ministry of Indigenous Peoples’ Affairs (MIPA), the National Commission on Indigenous Peoples (NCIP), and the Land Registration Authority (LRA) convened a crucial coordination meeting focused on the legal, technical, and administrative processes surrounding the issuance and registration of Certificates of Ancestral Domain Title (CADTs). This initiative directly addresses the long-standing ancestral domain claims of the Teduray and Lambangian peoples within the BARMM.

 

On this regards, ​we commend MIPA Minister Guiamal B. Abdulrahman, NCIP Chairperson Nancy Catamco, and LRA Administrator Atty. Gerardo Panga Sirios for their shared commitment. By addressing operational hurdles, clarifying legal procedures under the Registry of Deeds, and establishing a formalized Memorandum of Agreement (MOA), these agencies have laid down concrete mechanisms to ensure that the registration of CADTs will be timely, legally secure, and institutionalized.

Amidst the region's dynamic political landscape as it prepares for the first Regional Parliamentary Elections on September 14, 2026, this joint effort offers a welcome sense of relief and renewed hope. For decades, Non-Moro Indigenous Peoples (NMIPs) and the Teduray Lambangian Ancestral Domain Claim (TLADC) have fought for formal recognition of their ancestral territory. This inter-agency synchronization brings us closer to realizing the shared goal of protecting these lands for generations to come.

AMKP reaffirms its unwavering support for the Teduray, Lambangian, and all Non-Moro Indigenous Peoples (NMIPs) in the region. We remain vigilant and fully committed to partnering with government institutions, civil society organizations, and NMIP leaders to ensure the MOA and subsequent processes lead to the full issuance, registration, and realization of their CADTs and fundamental rights.
