As part of the historic 1st Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Parliamentary Elections, the Regional Inter-Tribal Convention (RITC) to determine the two (2) mandatory Non-Moro Indigenous Peoples (NMIPs) representatives in the Bangsamoro Parliament was convened on 24–25 August 2026 in Cotabato City.
Adopting the customary laws of the NMIPs, the RITC brought together the ๐๐ญ๐ข๐ข๐ฏ, ๐๐ถ๐ญ๐ข๐ฏ๐จ๐ข๐ฏ ๐๐ฆ๐ฏ๐ถ๐ฃ๐ถ, ๐๐ณ๐ถ๐ฎ๐ข๐ฏ๐ฆ๐ฏ ๐ฏ๐ฆ ๐๐ฆ๐ฏ๐ถ๐ท๐ถ, ๐๐ช๐จ๐ข๐ฐ๐ฏ๐ฐ๐ฏ, ๐๐ข๐ฎ๐ฃ๐ข๐ฏ๐จ๐ช๐ข๐ฏ, ๐ข๐ฏ๐ฅ ๐รซ๐ฅ๐ถ๐ณ๐ข๐บ ๐๐ฏ๐ฅ๐ช๐จ๐ฆ๐ฏ๐ฐ๐ถ๐ด ๐ฑ๐ฆ๐ฐ๐ฑ๐ญ๐ฆ๐ด to reach a consensus on who would serve in the BARMM Parliament and whether to adopt a rotation arrangement that would allow all six communities to be represented across three separate election cycles.
In contrast to the elections to be held on 14 September 2026, the NMIPs did not choose their representatives through a direct plurality of votes or the use of ballots. Instead, the selection was made through their Indigenous Political Structures, or the organizational and cultural leadership systems, institutions, relationships, patterns, and processes for decision-making and participation identified by the six (6) NMIP communities. Disagreements were also settled through continuous dialogues and consensus-building.
As a long-time advocate for Indigenous peoples’ rights and as part of the Independent Election Monitoring Center (IEMC), Atty. Raymond Marvic C. Baguilat was designated by the Commission on Elections (COMELEC) En Banc as an Independent Election Observer for the RITC. Atty. Baguilat’s designation was in recognition of his assistance to the COMELEC in the preparation of the Implementing Rules and Regulations for the Selection of NMIPs Representatives in the BARMM Parliament.
Remarking on the productive outcome of the RITC, Atty. Chosen to serve as the NMIPs representatives in the BARMM Parliament are Leticio L. Datuwata of the Lambangian Indigenous peoples and Jo Genna M. Jover of the Tรซduray Indigenous peoples. The participating communities also agreed that, in the next election cycles, the Erumanen ne Menuvu and Dulangan Menubu shall be represented, followed in the third cycle by the Higaonon and Blaan Indigenous peoples.
